KSOU MSW: What Is Recognised, and Who Sets the Field Placement

Is a KSOU MSW a recognised degree?

Yes. The Distance Education Bureau of the University Grants Commission carries the KSOU MSW, Karnataka State Open University's Master of Social Work, and its Bachelor of Social Work as recognised open and distance learning programmes for 2023-24, 2024-25 and 2025-26 on its public list of recognised programmes. That list, and not a study centre's assurance, is the record an employer can check.

Recognition is what makes the degree equivalent. Regulation 22 of the University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, notified on 4 September 2020, treats undergraduate and postgraduate degrees awarded through open and distance learning mode by institutions “recognised by the Commission under these regulations” as equivalent to the corresponding awards offered in conventional mode. Equivalence follows recognition; it does not stand on its own.

Regulation 23(2) answers the fear underneath. An admission taken in a recognised programme during the recognition period stands recognised until the programme is completed, even if the institution has no recognition for later years, provided the programme was offered within the norms of territorial jurisdiction. What protects you is the status on the day you were admitted.

How do you check the recognition for your own admission year?

Read three columns of the Bureau's list together: session, institution and programme. Recognition is granted session by session and programme by programme, so the entry that matters is the one for your admission year, not the newest row on the page or a screenshot a counsellor sends.

On the list of ODL and online programmes published by the Distance Education Bureau, the university's social work entries begin at the 2023-24 session, where the Bachelor of Social Work and the Master of Social Work both appear, and they carry through 2024-25 and 2025-26. Its rows for 2020-21 to 2022-23 run to 31, 42 and 42 programmes with no social work degree among them. The total moves year to year as well: 45 open and distance learning entries for 2024-25, 41 for 2025-26.

The Bureau's own answers to common questions put it plainly: an institution's recognition status for the previous year does not indicate its status for the next session.

One step comes before admission. The Bureau requires a DEB-ID, a unique identifier it says must be created by any learner seeking admission to an ODL or online programme, to ensure learners are admitted only to programmes of institutions the Commission recognises. The same page sets 15 September 2026 as the last date to admit learners for the August 2026 session.

What does it mean that the MSW is listed under distance mode, not online?

It means the programme is delivered under the ODL half of the rulebook: territorial jurisdiction applies, teaching and counselling run through learner support centres, and contact and practical sessions are part of the design. Social work is not on the Bureau's list of programmes prohibited under the 2020 regulations, which is why the degree can be taken this way at all.

A rule separates the two columns. Regulation 4 lets an institution into online mode only for programmes it already runs, with a proviso: any programme requiring a practical or laboratory course as a curricular requirement is prohibited through online mode, unless the practical component is limited to programming and coding, including software tools.

The split is visible in the university's own rows. For 2025-26 it has 41 entries under open and distance learning and 10 under online mode, and the online ten are commerce, business administration, mathematics and language degrees. Both social work programmes sit on the distance side. The listing gives no reason for where any single programme falls.

What does the field placement require, and where is that written?

In the university's own programme guide, syllabus and field work manual for your year of admission. No UGC document sets an hour count, a host organisation type or a certificate format for social work field work. The regulations fix something narrower: who supervises a practical course, and what the institution has to publish about it.

Three provisions of the 2020 regulations carry that load. A learner support centre must have qualified faculty for engaging theory contact sessions and “supervising practical sessions in laboratory or field”. Annexure VIII puts the number of qualified supervisors per practical course of two credits at one or more. Its indicative table for contact sessions counts 60 hours of guided work with the support of an internal supervisor per two credits.

Regulation 9 then decides what has to be public. An institution must upload on its website its programme guides and programme structure, its programme-wise syllabus with credit points and contact points for counselling, and the list of learner support centres with addresses, contact details, working hours and the counselling schedule. That list is the thing to look for before you pay a fee.

The university's portal at ksoumysuru.ac.in sits behind a bot check that refuses automated requests, so no statement here is drawn from it. Open it in a browser. If the field work document is not there, ask the study centre coordinator in writing for:

• the field work manual or programme guide for your year of admission, in full
• the credits and marks the practicum carries, and the pass minimum for it
• the days or hours per semester, and whether they run alongside coursework or in a block
• the prescribed formats: attendance record, agency certificate, field work report
• the last date for submitting each of them

Can a registered NGO host the placement?

Yes, and a registered voluntary organisation is the usual host for a generalist social work practicum. No central document either permits or forbids it: neither the 2020 regulations nor the Bureau's programme list names the kinds of organisation a social work student may be placed with. That call belongs to the department that will mark your report.

Judge a prospective host by what it can put its name to rather than by its size. It needs one person who will act as agency supervisor and be there on the days you attend, a willingness to sign an attendance record week by week instead of all at once in March, and letterhead and a seal for the certificate. The middle one is where placements fail.

Check the organisation before you commit a semester to it: a certificate from an entity untraceable in any public register is worth little at evaluation, and how to check whether an NGO is genuine sets out the records to ask for. Then get the agency's acceptance in writing, and the study centre's approval of that agency, before you start counting days.

Who supervises the placement, and must the study centre be in Karnataka?

The study centre is the university's supervision point, and under the state Act it can only be in Karnataka. The Karnataka State Open University Act, 1992, Karnataka Act 46 of 1994, extends to the whole of the State of Karnataka and lets the university establish, maintain or recognise colleges, regional centres and study centres at such places in Karnataka.

The words that once reached beyond the state were taken out with effect from 12 August 2016, the amending Act's statement of reasons citing the University Grants Commission's instructions on jurisdiction, Article 245 of the Constitution and the Supreme Court's ruling in Prof. Yashpal versus State of Chhattisgarh.

The 2020 regulations say it from the other side. A university established under a State Act may offer ODL programmes only within the jurisdiction allotted by its Act and in no case beyond the territory of the state where it is located; no university may work through a franchising arrangement; and a learner living anywhere in the country may enrol, provided the institution conducts admissions, contact programmes and examinations strictly inside that jurisdiction.

A learner support centre must itself be a real institution: only a college affiliated to a recognised university, or a government-recognised institution already teaching the same broad subject in conventional mode, and run directly by the university rather than through a franchise.

What none of these documents states is where your host agency has to be. They govern where the university may operate, not where a student may do field work. If you live outside Karnataka, put that question to the study centre in writing before you accept an agency, and ask who will supervise and countersign at the university's end.

Can any of the field placement be done remotely?

Part of the work can, and only the university decides how much. Annexure VIII of the 2020 regulations allows contact sessions up to 20 per cent through online delivery, and practical sessions up to 20 per cent through virtual lab mode, each qualified by “or as defined by the Commission from time to time”. Neither note was written about a social work placement.

What transfers is the work that leaves a document: background reading, case notes and process recordings, data collection and analysis you can do over a phone, drafting awareness or campaign material, and writing the report. A supervision meeting can hold on a video call where the agency and the study centre both agree to it.

What usually does not transfer is what the marks rest on: hours counted as community or client contact, being supervised inside the agency by someone who can describe what you did, and a countersignature on a physical attendance record. A host organisation cannot waive any of that on the university's behalf, however willing it is.

Ask the coordinator, before day one, whether a remote or hybrid placement is acceptable for your semester, how many days may be remote, and what evidence is wanted for them. Keep the reply as an email. An organisation happy to take you on online has told you nothing about whether the examiner will accept the record.

What if the practicum marks or the agency certificate do not come through?

Use the grievance route the regulations prescribe, in writing, starting at the study centre. Annexure X asks institutions to have their learner support centres address complaints as close as possible to the point of origin and with the minimum of formality, and it expects the complaint to be logged rather than settled in a phone call.

The mechanics are worth following exactly. A complaint submitted at the centre generates an online grievance registration number, which you quote in everything afterwards; the head of the school, department or centre investigates it or refers it on; and that head has to reply in writing, giving reasons for the decision and the action taken. Institutions must also carry a Complaint Handling Mechanism link on their homepage and tell enrolled learners about it.

The rest is what you kept as you went. A weekly attendance sheet signed at the time, dated emails confirming the placement and its mode, and a certificate on letterhead naming your supervisor outweigh anything reconstructed after a result is published.
