Annamalai University MSW: The Field Work Nobody Arranges For You

What field work does the Annamalai University MSW require?

One course, in the second semester. The Master of Social Work at Annamalai University's Centre for Distance and Online Education carries 470E1240, Concurrent Field Work and Viva-Voce, worth six credits and 100 marks. Its published guideline sets a minimum of 20 days in a field work agency.

A second practical course sits at the other end. The prospectus for 2026-27 lists 470E2440, Project and Viva-Voce, in the fourth semester, also six credits. The other fourteen courses are written papers, and every course in the programme is marked 25 internal and 75 external.

The programme runs two years over four semesters, and the prospectus requires a student to finish within five years of admission, written there as N+3. The even semester runs January to May, which is the window the placement falls inside.

One naming change trips people up. The guideline, printed by Annamalai University Press for 2021-22, is headed Directorate of Distance Education; the university now calls that office the Centre for Distance and Online Education. Quote the code, 470E1240, which has not moved.

Day counts rather than weekly hours are the distance pattern here; campus departments tend to publish an hours figure instead, and the field work hours Indian universities put in writing collects those numbers.

Which organisations can host the Annamalai MSW field work?

Six kinds, named in the guideline's eligibility criteria for a fieldwork agency: non-government organisations, industries, hospitals, special schools for differently abled children, state and central welfare agencies, and quasi, semi and fully government welfare organisations. The same page asks the student to select a reputed agency having around 10 years of experience in social welfare or social work.

Read "around 10 years" as an expectation rather than a cut-off. Approval is a judgement the Directorate makes on the proforma you submit.

What the host has to be willing to do matters more than its age. The observation visit format asks for the organisation's brief history including geographical location, its aims and objectives, its structure, its staffing pattern, its sources of funds and methods of collection, its programmes and activities, its use of social work methods, and the impact of its services on beneficiaries and on the community.

Raise the funding line before you start. An organisation that will not discuss where its money comes from cannot give you a complete observation report, and the format has no substitute section.

Who can sign as your field work supervisor?

Six routes qualify, and only one of them requires the person to sit inside the host agency. Under the eligibility criteria for a fieldwork supervisor, a social work or sociology faculty member at a college or university needs five years of field experience, and a social work professional in a non-government organisation needs a postgraduate qualification and ten years of experience.

The other four routes are occupational and each needs a postgraduate qualification: a labour welfare officer, personnel officer or human resource person for an industry placement; a head master or head mistress for a special school; a medical social worker, medical superintendent or human resource person for a hospital; and a head, project officer, project co-ordinator or supervisor for a government welfare organisation.

The order the guideline sets is supervisor first, agency second. It makes identifying a suitable field work supervisor the student's own responsibility, then has the student choose the agency with that supervisor's help.

Two limits govern who will say yes. The supervisor is to be paid an honorarium of ₹500 for guiding each student, and no supervisor may take more than five distance MSW students of this programme in an academic year. If a college teacher already has five, that door is shut for the year.

Whoever agrees is signing a form with their photograph on it. The bio-data sheet asks for qualification, designation, agency, years of experience, an official address with mobile and landline numbers, a residential address with a phone number, and a signature.

Who is supposed to find the agency for a distance learner?

You are. Instruction 2 of the guideline states that it is the responsibility of the student to identify a suitable field work supervisor, and instruction 3 has the student select the fieldwork agency with the help of that supervisor. No office is named as the one that allocates placements.

The Centre's eight learner support centres are all inside Tamil Nadu: Annamalainagar, Cuddalore, Kallakurichi, Mayiladuthurai, Panruti, Tindivanam, Tirukoilur and Villupuram. Only Annamalainagar is the university itself; the other seven sit inside colleges and institution campuses in the same district cluster.

Those centres are not placement cells, and the regulation says so. The UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, notified in the Gazette of India on 4 September 2020, define a Learner Support Centre at regulation 2(r) as a centre for advising, counselling, providing interface between the teachers and the learners, and rendering academic and related services. Arranging field work is not in the definition, and the words field work appear nowhere in the regulations.

Contact teaching is thin by design. Personal contact programmes are held at Annamalainagar, generally on Saturdays, Sundays and public holidays, and the academic year planner puts the January session's between February and April.

The scale explains why nobody is placing anyone. The Centre's student strength sheet for 2025-26 shows 715 learners on roll in the Master of Social Work, 164 of them in the second semester where the placement falls, against a total distance enrolment of 21,266.

Open universities set this up differently, and the field work rules of the NSOU distance MSW are worth reading beside these if you are still choosing a programme.

What do you send an organisation when you ask it to host you?

One email that answers what the organisation is being asked to sign. Name the course code, the 20-day minimum, the three pieces of writing you have to produce, and the certificates the agency issues at the end. Attach nothing yet; the approval proforma follows once somebody says yes.

Put these in the mail itself:

• your name, enrolment number, programme and semester
• the course: 470E1240, Concurrent Field Work and Viva-Voce, second semester of a two-year Master of Social Work
• the duration you need, at least 20 days, and the calendar window you can work in
• who will supervise, and which of the six eligibility routes that person meets
• what you will write up: an observation report, three separate case studies and two group work reports
• what the organisation issues at the end: an attendance certificate for the 20 days, plus signatures on the approval proforma and the submission form
• what you will need from it for the observation report, funding sources included

Ask for the reply in writing, naming the supervisor, their designation and their years of experience. That is exactly what the bio-data sheet demands later.

The proforma is short and one field carries weight. It asks for the agency's name, its official address with phone number and email, and the activities of the agency with date of commencement. That last field is where the ten-year expectation gets tested.

What paperwork has to come back before the report is accepted?

Approval first, certificates afterwards. The proforma for approval of the field work agency goes to the Directorate before the placement, and if the proposed supervisor or agency is not acceptable, the student has to change both. The finished report then travels with four attachments.

• an attendance certificate for 20 days obtained from the agency where the field work was done
• a certificate signed by the supervisor stating that the report is original and has not been submitted earlier to any university or institute
• a copy of the approved proforma
• the prescribed form for submission, in duplicate, signed by both student and supervisor

The report has three parts and a physical specification. It carries an observation report, a casework report built from three different case studies, and a group work report covering two different groups. One typed copy goes to the Directorate. It must run between 40 and 80 pages and be card-board bound with a laminated wrapper sheet; spiral binding and any other form of binding are refused outright.

Deadlines move each year; their shape does not. In 2021-22 the proforma was due on 31 March 2022, the report on 30 April 2022, and late submission ran to 15 May 2022 with a ₹500 fee. Plan for about a month between approval and submission, near the close of the even semester.

Can the Annamalai University MSW field work be done remotely?

The published guideline neither permits nor forbids a remote placement, and this is not a question the host organisation can answer. Only the Centre for Distance and Online Education can, and the answer should be in writing before a single day is counted. Never begin on an assurance from the agency alone.

Some of the work moves online without difficulty. Reading the organisation's material, studying its structure, staffing and funding for the observation report, compiling data, drafting, campaign or communication work, and supervision conversations by phone or video are all portable.

The rest is written around presence. The observation visit report has a field for the date of the visit. The casework format runs from intake and selection of a client through study, diagnosis, treatment, follow-up and termination, three times over. The group work format requires two groups to be formed. And the attendance certificate covers 20 days at the agency where the field work was done.

The national rules do not settle it either way. The UGC (Minimum Standards of Instruction for the Grant of Undergraduate Degree and Postgraduate Degree) Regulations, 2025 define Open and Distance Learning mode at clause 3.0 as delivering teaching-learning experiences, including practical or work experiences, through a variety of media and occasional face-to-face meetings or learner support services. That is a definition, not a permission.

Those two clauses, 20 days in a field work agency and the agency's attendance certificate, have no online equivalent written into them. That does not make a remote arrangement impossible; it makes it a decision somebody at the university has to record.

Put it in one line to the sociology wing co-ordinator and ask for an emailed answer: may the 20 days of 470E1240 be completed remotely, and will the agency's attendance certificate cover days worked online? Keep the reply. A desk-based study of an organisation is a different requirement altogether, which is the subject of IGNOU's rural development project work.

What does the Centre not publish, and who do you ask?

The current year's version of everything. The Centre's page of project and field work guidelines carries the 2021-22 second-semester MSW document and no MSW paper under its current heading, and the live version sits behind the student login with the assignments. No fourth-semester MSW project guideline is posted publicly at all.

Five things the published document simply does not settle:

• how many hours make up a field work day
• whether the 20 days have to run consecutively
• whether days worked outside the semester count
• who pays the supervisor's honorarium
• what happens if the agency withdraws part-way through

Two people can answer. The proforma is scrutinised by the head of the Sociology wing, whose mobile number is on the Centre's wing co-ordinators page, and the Director's office takes calls on working days between 9.45 am and 5.45 pm through the enquiry page. Quote your enrolment number, which the Centre's own instructions insist on.

Recognition is worth confirming first. Master of Social Work appears on the Centre's list of UGC-recognised ODL programmes as ODL44312 under AISHE code U-0443, and the Distance Education Bureau's recognised programme list is where to cross-check it. Every distance learner must also create a DEB ID before admission.

Do not expect a national rule to fill the gaps. The UGC Minimum Standards of Instruction Regulations, 2025, notified in the Gazette of India on 2 April 2025, reach every university established under a state act, Annamalai included. Clause 6.0 sends learning acquired outside the regular mode back to the UGC's own ODL rules, and clause 9.0 leaves the weightage of fieldwork as a unit of evaluation to each university's own academic body. The course guideline is the operative document, which is why getting the current one matters more than anything above it.
