No placement cell, no visitors: what a student can still build

How common is it to have no internship cell at all?

Box 7 of AISHE 2023-24, the higher education survey the Ministry of Education runs each year, asked 1,278 universities which cells they have. An internship cell was available at 41% of them, against 65% with a research and development cell, 58% with an entrepreneurship and innovation cell and 7% with an apprenticeship cell. Fewer than half of the universities in that count reported one.

Those figures describe universities that responded to the survey's module on the National Education Policy, not colleges and not students, so they do not say what share of students sit in an institution without a cell. What they do show is that internship infrastructure lags the other cells the survey counted, apprenticeship aside.

If there is no cell and no visiting recruiters, who actually arranges an internship?

You do, and the national framework already assumes so. A general procedure inside the AICTE Internship Policy: Guidelines and Procedures has the college's training and placement cell writing to industry for internship slots. One sentence in that procedure covers the student who found the internship alone. It reads, "In case the student(s) arrange the training themselves the confirmation letter will be submitted by the students in the office of Training & Placement Cell."

So the self-arranged internship is a recognised category inside AICTE's own procedure rather than a workaround invented by students without support. Without a placement cell you are doing the first half of that procedure, the search, without institutional help, and handing over the confirmation letter afterwards.

One limit is worth knowing. The policy binds the technical institutions AICTE approves, and a general degree college under a state university is outside its scope, so quote it as evidence that the route is normal rather than as a rule your college has to follow.

AICTE also requires each institute it approves to keep a dedicated Training and Placement Cell, with a Training and Placement Officer at its head, which gives you a reasonable basis for asking where yours is if your institution is an approved one.

Where do you find listings without a placement cell?

The Internshala internship listings page, checked on 19 September 2026, reported about 7,200 total internships, with a work-from-home filter and duration filters running from one month to thirty-six months. A live count like that moves daily. A listing board does the recruiter outreach a placement cell would otherwise have done, at the cost of you searching and applying listing by listing rather than attending a single visit day.

Sector-specific organisations also publish their terms on their own sites and never reach a board. Some non-profits do it on a volunteering page, setting out intern hours, a minimum duration, a minimum age and whether the work is paid.

The National Human Rights Commission's internship programmes page does the same for its Online Short Term Internship Programme, a two-week virtual internship with a stipend of ₹2,000 and roughly 100 interns selected. It is open to a graduation student only in the third or final year, and otherwise to postgraduate and research students, with a consistent 60% minimum in Class XII and the first four semesters.

That programme scores applicants on Class XII marks (30), graduation marks (40) and a statement of purpose (30), and its dates are announced on the NHRC site rather than fixed to a standing calendar. The rest of these are set out in the government internship portals beyond AICTE.

Both kinds of page are reached by going to the organisation directly rather than through any board.

Can you register on AICTE's Internship Portal yourself?

Yes, and the policy writes that path out as a student path rather than an institute one. AICTE's procedure for its Internship Portal has two versions, one where the student registers and finds the internship and one where the training and placement officer nominates students for opportunities. The first does not need a functioning cell to start it.

1. You browse and apply for internships on the portal, and the industry selects candidates on its own criteria and approves them there, which issues a provisional offer or confirmation.
2. You then ask your institute's placement cell for a no-objection certificate and send it to the industry supervisor.
3. The supervisor approves that NOC, and the final offer letter reaches you by email or post.
4. You join on the date in that final offer letter, and a faculty mentor evaluates your performance once or twice during the internship, by visiting the organisation or by taking periodic reports.
5. You submit a training report to the organisation at the end, and the organisation issues the internship certificate.

Step 2 is the one that stalls where no cell exists, which brings the question back to who signs in its place.

What paperwork will a college later ask for, even without a placement cell?

AICTE's procedure names two documents. One is the NOC, signed on the institute's side. The other is the confirmation or offer letter from the host organisation, which you hand in afterwards. A bonafide student certificate is not named anywhere in that policy, so whether your department wants one alongside those two is a question to put to it before the internship starts.

Where no dedicated cell exists, getting these is usually a matter of finding the right signatory. The head of department, the class coordinator or the dean of student affairs can typically issue a bonafide letter and an NOC in place of a cell that does not exist.

The policy also puts a faculty mentor behind every student, to guide them and keep track of the progress they are making at the internship provider's end, with a minimum of 20 students supervised by each faculty mentor, or as per the departmental strength. Where an institution has no cell but does assign mentors, that person is the one already expected to hold the record, and is a reasonable first approach for a signature.

Ask early, since a signatory unfamiliar with the request may need several working days to route it internally. Which routes are open to you without a placement cell, in order of effort?

Applying through a listing board such as Internshala asks least of you per application: one profile, one application per listing, and a reply driven mostly by how well the application matches the posting. It asks least of you and returns whatever is currently listed, which varies by season and by stream.

Writing directly to an organisation whose work interests you, rather than waiting for a listing, costs more effort and reaches roles that never appear on a public board. Small organisations in particular take interns on without posting a formal listing, so a specific proposal about what you could contribute is the thing that gets read. A structured public-body programme sits at a third level. One of these scores applicants on marks and a written statement, takes a fixed number of interns and opens on its own announced dates, which is closer in form to what a placement cell would have curated. You reach one by applying directly and watching the body's own site for each announcement.

Does a college without a placement cell still have to acknowledge the internship?

Neither AISHE nor the AICTE policy says whether a specific college must acknowledge a self-arranged internship. That is set by each institution's own academic regulations and it varies. Where a curriculum names internship credit as part of the degree requirement, the college needs some process for recognising a self-arranged placement, since the credit has to come from somewhere.

Ask the department in writing, before starting, what documents will be needed at the end, rather than after the organisation has already issued whatever letter it issues by default. A department asked in advance can specify what its own form requires, while one asked afterwards is left ruling on a document that already exists.

What if the department refuses to acknowledge a self-arranged internship?

Ask what would satisfy it, in writing, instead of accepting a flat no. Where the department has no template for recognising work it did not arrange, the thing blocking the file tends to be narrow and nameable, such as a particular letterhead or proof that the host organisation is a registered entity.

Where your institution is AICTE-approved, the policy's own sentence on self-arranged training is worth attaching to a written request to the head of department, since it shows the arrangement is contemplated by the framework the institute works under. Where it is not, the same request stands on the department's own regulations, and the question to ask is which of them the internship is failing.

Does having no placement cell change how much time an internship search takes?

Yes, in practice, because a search a placement cell would have spread across a semester compresses into whatever time you can give it around classes. Applying to several listings on a board, following each up, and then waiting through a selection process takes real weeks before an internship itself begins.

How does a self-arranged internship read on a resume?

Neither AISHE nor the AICTE policy speaks to how a recruiter reads a resume, since neither document is written from the hiring side. What a self-arranged internship line shows on its own terms is that you found the opportunity, applied, and completed the work without an office managing the process.
