AICTE's Internship Policy for Engineering Students, Explained

Is the AICTE Internship Policy a rule or a recommendation?

AICTE Internship Policy: Guidelines and Procedures is a recommendation: 38 pages, nine chapters and ten annexed formats, addressed to approved technical institutions. Its verbs are proposed and may, not shall. Nothing in the document binds a student directly, and nothing in it awards or withholds a degree.

The copy on the council's own site carries no publication date on its cover and no edition number in the text. Its PDF file properties record creation on 18 November 2018. It is cited elsewhere as both 2018 and 2019, and nothing on the file settles which is right.

What gives the guidance teeth sits in a different book. The Approval Process Handbook 2024-2027 carries clause 6.53(m) among the Other Essential Requirements of a Technical Institution: internship shall be made compulsory for all final year students of AICTE approved institutes and universities. The handbook calls itself, in its front matter, a legal document issued under the All India Council for Technical Education Act, 1987.

A footnote to that same list requires an affidavit, uploaded on the portal, for compliance with implementation of the internship policy, and Annexure-10 supplies the undertaking a director or principal signs. No marker ties the footnote to sub-clause (m), so reading the two together is an inference rather than a stated rule.

Does 14 to 20 credits mean 600 hours of internship?

The 14 to 20 credit band covers five things rather than one. Clause 2.1 of the AICTE Internship Policy proposes a minimum of 14 to 20 credits of internship, entrepreneurial activity, project work, seminar and inter or intra institutional training toward a B.Tech. One credit is a minimum of 40 to 45 hours of work, which puts the whole band at roughly 600 to 700 hours across a degree.

A full time intern is expected to spend 40 to 45 hours a week, so one credit sits close to one working week. Hours given to a seminar or the final year project come out of the same band as hours inside a host organisation.

The diploma figure is stated twice in the same chapter and not identically. The running text of clause 2.1 sets 10 to 14 credits for a three year diploma; the heading of Table 1 printed beside it sets 10 to 16.

Where a document disagrees with itself, the number written into your institute's scheme of studies is the one you are marked against. The diploma hours figure, 450 to 500, is given once and without contradiction.

Is the internship one long block in the final year?

Table 1 of the policy spreads the requirement across four slots, three of them in summer vacations: inter or intra institutional activity after the second semester, an internship after the fourth, a second internship after the sixth, and project work with a seminar in the eighth. Institutes are given explicit freedom to reschedule around the opportunities available.

Diploma students follow the first two rows, then take the third block inside the sixth semester itself, for three to four weeks and three to four credits. Institutes are also asked to send students out at least twice, once after the second year and once after the third or final.

Does an internship have to be at a company to count?

A company is one of six kinds of host the internship row of Table 2 of the AICTE Internship Policy accepts, not a condition: industry, government bodies, non-governmental organisations (NGOs), public sector undertakings (PSUs), micro, small or medium enterprises (MSMEs) and online internships. Rural internship holds a row of its own at the same 4 to 6 weeks and 4 to 6 credits.

Clause 2.1 and Chapter 6 propose that a student who devotes six months to a long term goal under the AICTE Rural and Social Internship Programme, a sustainable water management system or a plan to improve village education quality among the examples, has the internship credit requirement treated as fulfilled. The policy says proposed, not shall.

Innovation, intellectual property rights (IPR) or entrepreneurship work, including registration of a start-up, occupies the equivalent credit band. Where the plan is to join a family business, what the table asks for is a declaration by a parent, submitted directly to the placement officer.

Who signs off differs by row:

• Internship row: faculty mentor, training and placement officer, or industry supervisor.
• Rural internship row: the industry supervisor drops out and the head of the institute's National Service Scheme (NSS) or National Cadet Corps (NCC) unit takes that place.
• Family business: the parental declaration goes to the placement officer, who grades it like any other activity.

Proof differs by row too: an evaluating report on the internship and rural rows, a certificate on the innovation and entrepreneurship row, a project report in semester 8.

Volunteering has no row of its own. Unpaid work at an NGO can be logged on the internship line if the host and mentor sign an evaluating report, while community service not claimed for credit falls under the Activity Point Programme. A volunteering arrangement can go down either way, so settle which one with your faculty mentor before the first day, not at evaluation.

Does the policy promise you a stipend?

No chapter sets a rate, a floor or a payment schedule. Chapter 1 states only that an internship may be compensated, non-compensated or sometimes paid. The guidance addressed to students in clause 2.4 of the policy goes further, telling them that an offer is to be accepted irrespective of the company, the job profile, the job location or the stipend offered.

Whether an unpaid offer is lawful is a labour law question the council does not touch, and it is taken up against the statutes in the guide to whether an unpaid internship is legal in India.

Paid training with a statutory footing is a separate scheme. The National Apprenticeship Training Scheme places engineering graduates and diploma holders as apprentices for a year, with the central government share of the stipend paid by direct benefit transfer. The Board of Practical Training, Eastern Region, under the Ministry of Education, administers it with the other regional boards, and registration runs through the NATS portal. Chapter 8 names these boards as facilitators rather than absorbing their scheme.

AICTE's National Internship Portal carries both paid and unpaid listings and states that it provides its services free of cost to interns and organisations alike. Is leave during an internship a matter between you and the host?

Leave is fixed by the policy rather than settled with the host, and clause 5.2 of the AICTE Internship Policy is exact: one day off across a four week internship, two days across a six week one, over and above holidays and weekly offs, each notified by email at least a day in advance to the placement officer, the faculty mentor and the industry supervisor.

The same clause provides for unannounced checks. A student found absent on a surprise visit, with no prior intimation to the training and placement cell, has the entire training cancelled. That is the only penalty the document attaches to anything a student does or fails to do.

Assessment itself runs in three stages:

1. The host organisation grades punctuality, appetite for learning, upkeep of the daily diary and a skill test.
2. A faculty mentor or the placement officer evaluates on the basis of site visits.
3. The student presents a seminar or viva at the institute, with the attendance record and diary examined alongside the report.

Those visits are not notional. Each faculty mentor is expected to supervise a minimum of 20 students, or as many as departmental strength dictates, worth knowing before assuming nobody from college will turn up.

Do Activity Points add to your CGPA?

Activity Points sit outside the credit system and move no grade. Chapter 6 of the policy states that there are neither marks nor grades for them and no effect on SPI (Semester Performance Index), CPI (Cumulative Performance Index) or CGPA (Cumulative Grade Point Average). They do reach the transcript, and the minimum has to be in hand before final examinations.

The totals follow the entry route: 100 points for a regular student on a four year degree, 75 for lateral entry, 75 across a three year diploma and 50 for a lateral entry diploma student. The recommended volume of community service is 300 to 400 hours over a degree and 200 to 250 over a diploma, with each listed activity capped at 20 points.

Coordination and verification sit in different hands. Activities are coordinated by the NSS, NCC, sports or Sansad Adarsh Gram Yojana (SAGY) coordinator, or by the placement officer, while the file of proof is verified by the evaluator in Table 4, which lists only the NSS, NCC or SAGY coordinator.

Traffic between the two schemes runs one way. A long term goal completed under the rural programme counts as internship activity and fulfils the credit requirement; short term interventions under it count only towards Activity Points. Fifteen suggested long term goals are listed, from a Detailed Project Report for doubling village income to a garbage disposal system.

Does an M.Tech student do the same internship as a B.Tech student?

Postgraduate students are given a long industrial project instead. Chapter 7 of the AICTE Internship Policy sets Semester III an industrial project or dissertation of 20 weeks worth 10 credits, and Semester IV one of 32 weeks worth 20 credits. Two guides supervise the work, one from the department and one from the host organisation.

The conditions attached are unusually specific. A synopsis goes to the departmental committee before the candidate is relieved, and that committee has to satisfy itself the work is equivalent to M.Tech. dissertation work. The host submits month wise attendance.

A written certificate from the host allowing its results to be reproduced in the report is mandatory before the project is considered at all, and publishing the work needs the host's consent.

Two exits are built in. A student who finds the work is not of high quality, or not related to their field of interest, may apply to the department within three weeks and rejoin the institute. A project the department judges weak sends the student back to reappear for dissertation work the following semester. Both are reasons to settle scope in writing before the synopsis is signed.

Did NEP 2020 put internships into the engineering curriculum?

The council's own decision came first, by three years. The preface to the 2022 model curriculum for Computer Science and Engineering records that AICTE approved mandatory internship in the new curriculum as part of a package of measures at its 49th council meeting, held on 14 March 2017, and the internship policy file itself dates from November 2018.

Is the AICTE credit line the number your degree is marked against?

Your university's ordinance is, and AICTE's own branch curricula already disagree with the policy band. The January 2024 model curriculum for Civil Engineering totals 164 credits and schedules internship as a 12 credit course of 24 practical hours a week in Semester VII, listed there as Internship (Six Months).

That course sits below the policy's 14 to 20 band, though the wider project, seminar and internship group in the same curriculum carries 16 credits. The computer science curriculum totals 163 credits and allots 15 to the equivalent group.

None of these numbers binds by itself. A model curriculum is adopted, amended or quietly ignored by the affiliating university, whose ordinance is the document a degree is awarded under.

Three things are worth checking before you commit to a host: the semester and credit line for internship in your own scheme of studies, whether your department accepts an NGO, government or online host on that line, and the name of the faculty mentor who will sign the evaluation. Most arguments at evaluation trace back to one of those going unasked.
